“Bedbugs are becoming a major problem legally,” says real-estate lawyer Sam Himmelstein, particularly because bedbug removal is a costly undertaking: Everything needs to be fumigated. “The fact that the bedbugs are apparently coming from the neighbor’s apartment does not relieve the landlord of his responsibility,” explains Himmelstein. “The courts have held that the landlord is responsible for removing them, the same as in the case of a rodent infestation.”
